Tile the entire area then erect partition walls usually metal studs over the tile. You may want to apply a prep coat to the ceramic tile before hanging the lining paper but it should stick if you ve adequately prepared the surface. Way easier than cutting in tile and way easier to change later. Colorful tiles may go out of style and some tiles are inappropriate for the space.
